Efficacy Outlook
Introduction
This is an SCC outlook on the future developments in the area of efficacy evaluation of pesticides and biopesticides.
For the years to come SCC expects an increased importance of efficacy aspects in registration procedures based on chemical substances as well as microbial pesticides and other biopesticides. New national efficacy data requirements will have to be followed up closely in order to avoid problems during the evaluation process. Efficacy requirements
Training of efficacy experts by SCC
According to SCC experience one key to success in the efficacy area is to stay in close contact to evaluators and EPPO specialists in order to be fully aware of upcoming data requirements and to be able to plan efficacy programs which are state of the art. In two pre-conference workshops to CIR Informa conferences in Barcelona in 2011 and 2012, SCC facilitated direct linkages between clients, efficacy regulators, experts of EPPO and the European Crop Protection Association (ECPA). It is worthwhile to mention that ECPA managed, as advocated also by CRD, the Biological Assessment Dossier (BAD) to be kept as confidential study report one level below the dRR Section 3 which serves as executive summary of the BAD. Their wide use in agriculture and horticulture means it is inevitable for them to come into contact with users, producers and/or consumers. The EU, in a wide-reaching Directive, has evaluated over 1000 existing substances, as well as continually evaluating newly-developed substances, for their use in plant protection product formulations. EU Regulation Plant Protection
Introduction
The authorization of plant protection products (end use products) is governed by Regulation (EC) No 1107/2009 of 21 October 2009 "concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC", introducing the zonal evaluation procedure which is further detailed in SANCO/13169/2010 rev. 5; 11 March 2011: Guidance document on zonal evaluation and mutual recognition under Regulation (EC) No 1107/2009. Three political zones (northern, central and southern zone) are established, with one Member State evaluating the plant protection product for the whole zone and thus acting as zonal Rapporteur Member State. The new plant protection legislation under Regulation (EC) No 1107/2009 is linked to other European and national laws, conservation acts, and action plans. For example, the interaction of future plant protection measures and water conservation regulated by the Water Framework Directive (WFD) 2000/60 is considered. Introduction
On a European level REGULATION (EC) No 2003/2003 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 13 October 2003 regulates the bringing onto the market of so called “EC fertilisers”. Products of inorganic origin, fulfilling certain criteria, stipulated in Regulation 2003/2003 such as minimum content of nutrients and certain tolerances can be brought onto the market as “EC fertiliser” without an authorisation, approval or registration process. Since entry into force of Regulation 2003/2003 the Regulation was amended several times.
